The Diff Is the Only Guidance: Why Stocks and the Dollar Both Fell on the Day the Fed Did Nothing

7月29日、米連邦準備制度理事会(FRB)は政策金利を据え置きました。利上げも利下げもなし。つまり、何もしていません。ところがその日、米国株は約1年ぶりの大きさで下落し、ドルも売られ、円は「対ドルでは上昇」しながら他の通貨に対しては売られ続けました。何もしなかった中央銀行に、市場は3方向のバラバラな反応で応えたわけです。矛盾しているように見えます。でも、実は矛盾していません。

On July 29, the Federal Reserve left its policy rate unchanged. No hike, no cut. In other words, it did nothing. And yet that day, US stocks posted their biggest drop in about a year, the dollar sold off, and the yen "rose against the dollar" while continuing to be sold against everything else. A central bank that did nothing was answered by the market with three reactions pointing in three different directions. It looks contradictory. It is not.

Here is the trick, stated up front. Chair Kevin Warsh's Fed has abolished forward guidance, the practice of telling markets in advance where policy is headed. So today's Fed has no official document that says "here is what we do next." What it has instead is a script the chairman reads every six weeks. If there is no guidance, you put the previous script and the new script side by side and read what got rewritten. In software terms, a diff. What the market did on July 29 was exactly that: it graded the diff. In this article we line up the two press-conference scripts word by word, and then re-measure the market's grading with actual price data.

The Premise: An Experiment in Abolishing Guidance

まず前提を整理します。ケビン・ウォーシュ氏は2026年5月22日に第17代FRB議長に就任し、6月16日から17日の会合が議長として最初のFOMC※でした。この初回会合で、彼は次のことをやっています。政策声明文を短くし、古い定型文を削除。フォワードガイダンスを声明から撤廃。FOMC参加者が金利見通しを提出するドット・プロット※に、議長自身は提出を拒否。さらに、FRBの通信手段・バランスシート・データ・生産性・インフレの枠組みを見直す5つのタスクフォースを設置しました。

First, the setup. Kevin Warsh was sworn in as the 17th Fed chair on May 22, 2026, and the June 16-17 meeting was his first FOMC as chairman. At that first meeting he did the following: shortened the policy statement and deleted the old boilerplate; removed forward guidance from the statement; declined to submit his own entry to the dot plot, the chart where FOMC participants file their rate projections; and launched five task forces to review the Fed's communications, balance sheet, data, productivity framework and inflation framework.

The philosophy is explicit. At the July press conference Warsh said, "Market participants are learning to play the ball, not the referee." The desired state, in his view, is one where markets react directly to real economic data rather than to central-bank language. The Fed, in short, has chosen not to narrate itself. Which leaves exactly one official signal readable from the outside: the parts of the script that changed between six weeks ago and now.

The biggest diff is the vote. The June 17 debut ended in a unanimous hold. Warsh declared his colleagues "unambiguous and unanimous: this Committee will deliver price stability," and revealed that only a single policy proposal had even been put on the table.

July 29 was different. The hold passed 9 to 3. Cleveland Fed President Beth Hammack, Minneapolis Fed President Neel Kashkari and Dallas Fed President Lorie Logan all dissented in favor of a quarter-point hike. Note the direction: all three dissents were on the "tighten harder" side, none on the easing side. And going into the meeting, the CME FedWatch tool showed roughly a 35% probability of an immediate hike. A third of the market was betting the hike would come that day.

Warsh himself made no attempt to hide the split. At the press conference he joked, "I asked for a good family fight, and I got one." The unanimity he showcased in June was gone within six weeks. But this is not a breakdown of control; it is a statement of direction. The committee's center of gravity has shifted one notch toward hiking. That is how the diff reads.

Diff No. 2: The Promise Got an Upgrade

The second diff is rhetorical. The core of the June script was "this Committee will deliver price stability." Already a strong sentence. The July script went further.

The script itself explains who this passage was aimed at. Five-plus years of high inflation have planted a suspicion among households and market professionals that the Fed's real target sits somewhere above 2 percent. This sentence walked in to kill that suspicion by name.

もう一つ、見逃せない一文があります。直前の7月14日に発表された6月の米消費者物価指数(CPI)は、前月比マイナス0.4%と、2020年4月以来6年ぶりの大きさで下落していました。エネルギー価格の急落(ガソリンは前月比マイナス9.7%)が主因です。インフレ鎮静化の朗報として受け取られてもおかしくないデータでした。ところが議長は原稿でこう釘を刺します。「5年あまり続いた目標超えのインフレは、9週間では治せません。1ヶ月の小幅な物価下落で治るものでもありません」。せっかくの良いデータを、自ら値引きした。これもタカ派※方向の差分です。

One more sentence deserves attention. The June US Consumer Price Index, released July 14, had fallen 0.4% month over month, the largest monthly decline since April 2020, driven by collapsing energy prices (gasoline down 9.7% on the month). It could easily have been received as good news on inflation. Instead the chairman pinned it down in his script: five-plus years of above-target inflation "cannot be cured in nine weeks, or by a single month of modest price decreases." He discounted his own good data. Another diff pointing in the hawkish direction.

And the July script added an action tease that June never had: "where necessary and appropriate, we will not hesitate to act." A chairman who abolished guidance went out of his way to write in a sentence that comes within an inch of it. That asymmetry is the heart of the diff: zero new hints in the easing direction, and one more hint in the tightening direction.

Diff No. 3: Outsourcing the Hike to the Bond Market

The third diff is the most original part of the press conference. The chairman summed up the six weeks between meetings like this: nominal and real Treasury yields rose materially, and some of those inter-meeting increases rank "among the most significant in the last two decades, around the top decile or so." And far from treating this as a problem, he welcomed it. Market rates rising while the policy rate stood still was, to him, proof that markets were finally trading on real data instead of on the Fed's facial expressions. "This is a change for the better," he said, "and we are just getting started."

Translated: if the bond market raises rates on its own, tightening proceeds without the Fed lifting a finger. The hike has been outsourced. Three dissenters argued "tighten with your own hands"; the chairman answered "the market is already tightening for us." Read this way, the substance of the 9-3 split is a dispute over whether outsourcing is acceptable.

But is the chairman's self-grade of "top decile of the last two decades" actually correct? We re-measured it with official FRED data. Between June 17 and July 28, the US 2-year yield rose 6bp, the 10-year 12bp, the 30-year 16bp, and the 10-year real yield 18bp. Line up every change of the same window length over the past 20 years, and those increases sit at the 65th to 82nd percentile. Even measured to the intra-window peak, they reach the 81st to 85th. In other words, no tenor clears the top decile (above the 90th percentile). For the biggest movers, the real yield and the long end, "top quintile" is the accurate description. The inter-meeting rise was genuinely unusual, but the chairman's adjective carries about one decile of exaggeration. A central bank that tightens with words gets its words audited. That, we think, is the fair rule of the post-guidance era.

The Market's Grade: The Half That Followed the Textbook

では、市場はこの差分をどう採点したか。理屈の上では、利上げなしのタカ派メッセージ(いわゆるタカ派の見送り)への教科書的な反応は決まっています。株は下がる。金利は上がる。ドルは上がる。実際の値動きを、私たちはMetaTrader 5の実データ(15分足)で声明発表の瞬間から測りました。

So how did the market grade the diff? In theory, the textbook reaction to a hawkish message without a hike (the "hawkish hold") is fixed: stocks fall, yields rise, the dollar rises. We measured what actually happened from the moment of the statement, using real MetaTrader 5 data on 15-minute bars.

First, the half that followed the textbook. Stocks were sold, but look at the clock. Right after the statement the S&P 500 actually ticked up, gaining as much as 0.6%, because the hold itself was what two-thirds of the market expected. The break came at 2:30 p.m., when the press conference began. From there the index fell almost in a straight line into the close, ending 1.26% below its level at the statement. On the day, the Dow lost about 1,100 points and the S&P 500 closed down 1.52%, the biggest drop in roughly a year. The 30-year yield climbed above 5.2%, its highest since 2007. The timestamps identify the culprit clearly: not the decision, the words.

The Market's Grade: The Currency That Did the Opposite

次に、教科書と逆だった半分です。タカ派なら買われるはずのドルが、売られました。ドル指数は声明から5時間でマイナス0.24%、ユーロドルはプラス0.36%のドル安。小さな動きに見えますが、方向が逆であることが重要です。

Now the half that did the opposite. The dollar, which a hawkish Fed is supposed to lift, was sold. The dollar index fell 0.24% in the five hours after the statement; EURUSD rose 0.36% against it. Small moves, but the direction is what matters: it is the wrong way around.

This is where the June 17 comparison earns its keep. At the June meeting, the same "hold plus hawkish words" script produced a textbook dollar rally: the dollar index gained 0.44% within two hours of the statement and 0.77% within twenty-four. Same script, opposite currency reaction. What changed?

違いは事前の織り込みです。6月の据え置きは完全に予想されていて、利上げの織り込みはほぼゼロでした。タカ派の言葉はまるごと「追加情報」で、ドル買い材料になった。ところが7月は、CME FedWatchが示すとおり約35%の利上げ確率が事前に価格へ入っていました。据え置きの発表は、この35%の剥落を意味します。つまり7月のドルにとって、この会合は「タカ派の言葉」対「消えた利上げ」の差し引きで、市場は後者を重く見た。言葉は、期待されていた行動の代わりとしては受け取ってもらえなかったわけです。3人の反対票と「ためらわない」という一文をもってしても、です。

The difference is what was priced in beforehand. In June the hold was fully expected and hike odds were near zero, so every hawkish word was pure new information, and the dollar bought it. In July, as CME FedWatch showed, roughly a 35% probability of a hike had been priced in ahead of time. Announcing a hold meant that 35% evaporated. For the dollar, July's meeting was therefore a netting of "hawkish words" against "a hike that vanished," and the market weighed the latter more heavily. The words were not accepted as a substitute for the action that had been priced. Not even with three dissents and a "will not hesitate" on the record.

円だけの真実。上がったように見えて、売られていた

The Yen's Own Truth: It Looked Bought, It Was Being Sold

最後の行が、日本の読者にとって一番大事な部分です。当日の見出しだけを追うと「FOMC後、円高・ドル安」に見えました。確かにドル円は声明後に一瞬163円台前半へ下げています。しかし実測すると、ドル円の声明発表から5時間の変化はわずかマイナス0.07%。ほぼ横ばいです。そして同じ時間に、クロス円※のユーロ円はプラス0.29%、スイスフラン円はプラス0.32%、どちらも円安方向に動きました。

That last row is the one that matters most for readers in Japan. Following the day's headlines, it looked like "yen up, dollar down after the FOMC." USDJPY did briefly dip into the low 163s after the statement. But measured properly, USDJPY's change over the five hours from the statement was just minus 0.07%. Essentially flat. And over those same five hours, the yen crosses moved the other way: EURJPY rose 0.29% and CHFJPY rose 0.32%, both in the yen-weaker direction.

つまりこの日、円は買われていません。動いたのはドルです。ドルが全通貨に対して売られ、その写り込みでドル円だけが「円高っぽく」見えた。円そのものは、ユーロに対してもフランに対しても売られ続けました。直近2週間で見れば構図はさらにはっきりします。ユーロ円はこの2週間でプラス1%超の一方通行で、ドル円は7月中旬に163.99円という約40年ぶりの円安水準を付けたばかりです。FRBがタカ派でもハト派でも、円が売られる構図は揺らいでいない。これが実測の答えです。

In other words, nobody bought the yen that day. What moved was the dollar. The dollar was sold against everything, and USDJPY merely reflected that, producing the optical illusion of yen strength. The yen itself kept being sold against the euro and against the franc. Zoom out two weeks and the picture sharpens: EURJPY has traveled more than 1% higher in a near straight line, and USDJPY printed 163.99 in mid-July, the yen's weakest level in roughly four decades. Hawkish Fed or dovish Fed, the structure selling the yen has not budged. That is the measured answer.

The verdicts barely differ: hawkish hold, divided Fed, watch September. In Reuters' instant-view roundup, Michael Rosen of Angeles Investments said "the market is clearly expecting a rate hike in September," while Nationwide's Mark Hackett pointed to the "lack of a united front." The most compact summary of the consensus is probably the Goldman Sachs line CBS quoted: the Fed "appears to be running out of patience" with above-target inflation. Futures markets, accordingly, have lifted the odds of a September hike to roughly 53%.

But every one of those scorecards is missing two rows. One is an explanation of the inversion: the dollar being sold into a hawkish message. The other is an audit of the chairman's "top decile" line. The first is explained by the vanished hike premium. The second, once measured, turns out to be a quintile rather than a decile. And the meaning of that exaggeration is not that we caught a slip. Remember who is speaking: this is the chairman who welcomed rising market yields as a substitute for hiking. That same person described the rise as one notch bigger than it actually was. The natural reading is that he wants the outsourced tightening to look sufficient, which is to say, he wants a thicker case for not hiking with his own hands. The direction of the exaggeration is the direction of the chairman's preference. Only the diff and the measurements together complete the picture of this meeting.

Let us close by generalizing the method. There are, in the end, only two ways to read a central bank that has thrown away guidance: take the diff of its scripts, and measure the market's response. July 29 was a day both became teaching material. The diffs are stacking in one direction. Unanimous to 9-3. "Will deliver" to "there is no soft target." No action tease to "will not hesitate." What to check at the September meeting is less the hike itself than whether the slope of the diff persists. Does the dissent count grow to four, or shrink? Does the "will not hesitate" sentence survive, or vanish? And how will the five task-force reports due in the fall rebuild the dot plot and the press conference itself?

Three takeaways for investors. First, under this Fed, the price action concentrates in the thirty minutes of the press conference, not the statement; nearly all of July 29's equity decline happened mid-presser. Second, hawkish words are no longer an automatic dollar-buy signal. When the market has priced action, words alone get returned as dollar selling. Third, for anyone holding yen, this meeting resolved nothing. The yen keeps being sold regardless of the Fed's script, and the next move belongs to the Bank of Japan.
